He said the system paid millions in taxpayer funds to insurers using fake and duplicate Social Security numbers. And he made it clear the program cannot continue in its current form: “The investigators did not submit any Social Security numbers, citizenship documentation, or reported income documents, and 23 of the 24 applications were still approved. Eighteen of those are still receiving coverage. The GAO also found more than $94 million was sent to insurers on behalf of dead people.
