相比之下,医保局的医改目标则显得更为单一和片面。在医保局看来,医改的唯一目的就是少花钱。至于医生、医院乃至百姓的健康问题,似乎都只是次要甚至无关紧要的。这种“一切向钱看”的改革思路,不仅违背了医疗卫生的初衷,更可能引发一系列严重的社会问题。试想,如果医保局真的如愿以偿,医院倒闭、医生流失,那么谁来保障百姓的健康?谁来为患者的生命负责?

How can the path of medical reform cover all aspects when there are so many departments involved?

However, when there are many policies and departments with different goals, the path of medical reform becomes particularly tortuous and complex. This article will take various phenomena in the current medical reform as examples to explore the impact of multiple policies on medical reform and put forward corresponding reform suggestions.
From the perspective of the health authorities, no matter how the medical reform is promoted, the core issues that the people care about have not changed: whether the medical technology level has improved? Whether the service level has been enhanced? Whether the problem of difficulty and high cost of seeing a doctor has been solved? These issues, like stars in the long river of history, shine brightly and guide the direction of medical reform. However, reality is often not satisfactory. In the process of medical reform, we can find that some reform measures seem to deviate from these core goals, and even run counter to the purpose of the hospital.
Taking the attitude of doctors as an example, many patients have said that the attitude of doctors has a very important impact on the determination and courage of patients to overcome diseases. However, in the current medical environment, some doctors, due to work pressure and income inequality, are indifferent and perfunctory. This is undoubtedly a secondary injury to patients' minds. This "everything to the money" reform idea not only goes against the original intention of medical care, but may also cause a series of serious social problems. Imagine that if the Medical Insurance Bureau really succeeds, hospitals will close and doctors will leave, who will guarantee the health of the people? Who will be responsible for the lives of patients?
The biggest dilemma facing the current medical reform is that there are many departments and different goals. When promoting the reform, each department often only considers its own interests and goals, and ignores the overall and systematic nature of the medical reform. This fragmented reform method not only makes it difficult to form a cohesive force, but also may produce policies that are contradictory and in conflict with each other. Therefore, in order to make the medical reform truly effective, it is necessary to break the situation of many departments and achieve the coordination and cooperation of all departments.
