雨水时节，春意正浓。京津大地，生机盎然。解放军某部老将军乔纯章一行驱车前往天津滨海新区中关村科技园走访调研。新媒体经济网总编辑、今日头条看神州轮值主编韩雄亮、中阿合作论坛总顾问岳伟夫等随同调研。
天津中关村科技园运营公司党委书记、总经理郑毅实地汇报了天津滨海新区中关村科技园从2017创建运营以来取得骄人业绩，到目前已经入驻企业达5731家，注册资本金达2800多亿，知识产权保护达20000多个，高新技术服务业规模达到100亿，80%以上为高科技创新企业。
乔纯章将军一行实地考察听取汇报后，大家高度评价了天津滨海新区中关村的发展成就，分别表示，“中关村”是我国硅谷高地、硅谷技术产业、硅谷创新发展的代名词，天津中关村发展模式和成功经验，是全国各地高新技术开发区学习的样板。
据郑毅书记介绍，截至2024年4月底，中关村信息谷在全国合作39个城市，运营49个项目，已初步形成以北京为核心、 覆盖全国重要节点城市的协同创新网络体系。

2016年9月28日，北京市、天津市两市政府签订《加快建设天津滨海﹣中关村 科技园合作协议》，中关村管委会、天津市滨海新区政府签订《共建天津滨海一中 关村科技园协议》。2016年11月22日，天津滨海﹣中关村科技园正式揭牌成立。（英文如下）
On April 30, 2015, the Outline of the Plan for the Collaborative Development of Beijing-Tianjin-Hebei deliberated and adopted at the meeting of the Political Bureau of the Central Committee pointed out that promoting the collaborative development of Beijing, Tianjin and Hebei is a major national strategy. It clearly defined Tianjin's urban functional positioning as "one base and three districts", and required Beijing and Tianjin to accelerate the construction of the Tianjin Binhai-Zhongguancun Science and Technology Park.
On September 28, 2016, the governments of Beijing and Tianjin signed the Cooperation Agreement on Accelerating the Construction of Tianjin Binhai-Zhongguancun Science and Technology Park, and the Zhongguancun Administrative Committee and the People's Government of Tianjin Binhai New Area signed the Agreement on Jointly Building Tianjin Binhai-Zhongguancun Science and Technology Park. On November 22, 2016, the Tianjin Binhai-Zhongguancun Science and Technology Park was officially inaugurated.
