On February 27, Jilin Province issued a notice regarding the provision of special visa facilitation for foreign business professionals.

1. Target Audience

This policy applies to foreign business professionals who frequently visit China for commercial and trade activities and contribute positively to Jilin Province’s foreign trade and economic cooperation, along with their spouses and children.
本政策适用于频繁因商务贸易活动来华，并对吉林省外贸和经济合作有积极贡献的外籍商务人士及其配偶和子女。
2. Facilitation Measures

Enterprises in Jilin Province, whether state-owned, private, or foreign-invested, inviting foreign business professionals and their families to China for short-term commercial activities can apply for a five-year, multiple-entry visa invitation letter with a stay duration of 180 days. Foreign business professionals can use this invitation letter, along with the required documents, to apply for a corresponding category of visa at Chinese embassies or consulates abroad.
吉林省内的企业（包括国有企业、民营企业或外资企业）邀请外籍商务人士及其家属来华进行短期商务活动时，可申请有效期为5年、停留期限为180天的多次入境签证邀请函。外籍商务人士可凭此邀请函及相关材料，在中国驻外使领馆申请相应类别的签证。

Enterprises should prioritize submitting applications to the foreign affairs office of the relevant city (prefecture) based on their location. After review, the local office will forward the applications to the provincial foreign affairs office for approval. Central state-owned enterprises, provincial-level enterprises, and large-scale enterprises may submit applications directly to the provincial foreign affairs office. Once approved, the provincial foreign affairs office will issue a five-year, multiple-entry invitation letter with a stay duration of 180 days for the foreign business professionals.
企业应优先向所在地的市（州）外事办公室提交申请。经审核后，当地外事办公室将申请转交至省外事办公室审批。中央国有企业、省级企业及大型企业可直接向省外事办公室提交申请。经批准后，省外事办公室将为外籍商务人士签发有效期为5年、停留期限为180天的多次入境签证邀请函。

(4)Qualification materials of the inviting enterprise (including a copy of the business license and tax certificate).

(5)Proof of the business relationship between the inviting enterprise and the invited individual or their company.

5. Notes
5.注意事项
(1)The inviting enterprise may only apply for visas for individuals invited for business purposes related to the enterprise’s activities and cannot expand the scope or apply for individuals visiting for non-business purposes.
(1)邀请企业仅可为与企业业务活动相关的商务目的被邀请人申请签证，不得扩大范围或为非商务目的的访客申请。
(2)Foreign business professionals benefiting from this visa facilitation, who engage in activities related to illegal immigration or other criminal activities upon their arrival in China, will have the enterprise’s eligibility for future applications revoked by the provincial foreign affairs office in accordance with the law.
(2)若享受此签证便利的外籍商务人士在入境中国后参与非法移民或其他犯罪活动，省外事办公室将依法取消该企业的未来申请资格。
