1.扩大外国人才申请永久居留对象范围。对外籍高层次人才、有博士学历或长期在国家重点发展区域工作的外籍华人、有重大突出贡献以及国家特别需要的外国人才、符合工资性年收入标准和纳税标准的长期在华工作的外国人，提供申请办理在华永久居留便利，上述人员的外籍配偶和未成年子女可随同申请。
2. Relaxing the scope of targets for the issuance of long-term visas and residence permits. Optimize the business environment and issue long-term visas and residence permits to foreigners who come to China for business, work or study. For foreign talents invited by key domestic higher education institutions, scientific research institutes and famous enterprises to engage in technical cooperation, economic and trade activities and work in China, and for the work teams and supporting personnel of foreign high-level talents, visas or residence permits valid for two to five years will be issued.
2.放宽签发长期签证和居留许可的对象范围。优化营商环境，为来华经商、工作、研学的外国人签发长期有效的签证和居留许可。对国内重点高等院校、科研院所、知名企业邀请来华从事技术合作、经贸活动以及在华工作的外籍人才，对外籍高层次人才工作团队及辅助人员，签发2-5年有效的签证或居留许可。
3. Broadening the scope of foreign talents to be introduced.
